Khikmatulllayev Izzatullo Lutfullayevich was born in 1990. In 2013, he graduated from Kokan State Pedagogical Institute with a bachelor's degree, and in 2015, he graduated from Fergana State University with a master's degree. Currently, he is a teacher of the Chemistry Department of the Kokan State Pedagogical Institute. Doctor of Philosophy in Chemistry
